📋 Announcement templates.

Pre-filled starting points for every kind of announcement we send — server restarts, ELE warnings, memorials, giveaways, patch notes. Staff in Discord run /announce from-template template:<slug> and a modal opens with the title and body pre-populated. Severity, theme, in-game broadcast, ticker expiry, and giveaway settings all come from the template (overridable at invocation time). templates loaded.
